Asset Review

The Victorian Desalination Plant is a significant infrastructure project located in Dalyston, on the Bass Coast in southern Victoria, Australia. The plant was constructed to provide a rainfall-independent source of water, complementing Victoria’s existing water supply systems. The plant was completed in December 2012 and is capable of delivering up to 150 gigalitres of fresh drinking water per year, with the potential to expand to 200 gigalitres per year.

The plant uses reverse osmosis technology to desalinate seawater, making it one of the largest and most advanced desalination plants in the world. It is connected to Melbourne’s water supply system via an 84 km underground pipeline that transports the desalinated water to Cardinia Reservoir, with the capability to also supply Silvan Reservoir. The plant’s operations are managed by AquaSure, a consortium responsible for financing, building, maintaining, and operating the plant for 30 years under a public-private partnership agreement. The plant’s power supply is offset through renewable energy credits, ensuring its operations are environmentally sustainable.

Driving Change

Infravue was engaged to conduct Technical and ESG sell-side due diligence on the Victorian Desalination Plant.
As part of this process, Infravue reviewed key agreements, including the Project Deed and D&C Contract. The review also encompassed asset design and redundancy, asset management and operations, health and safety, and ESG performance.

In addition, Infravue evaluated the technical feasibility of expanding the project and ensuring it aligns with contractual obligations. They also developed a business plan that focuses on operational expenditure and maintenance capital expenditure.
